We found it in some pre-war Mercedes benz parts but with no specific application. It includes the 4 spoke inner ring which is about in diameter. There is evidence of a small older repairing the area 8 o'clock on inner ring.

It is as pictured with some age and use wear no apparent cracks. The black steering wheel rim has 3 grooves going all way around.
